Once you have enabled the option under Experiments, it becomes available as an entry in the Developer Tools.

The feature is not enabled by default though and limited to the domain you are on. EndĬhrome's Developer Tools ship with options to enable FileSystem viewing. It is no longer possible to enable the feature or make use of it.

Update: Google removed the option to view File System in Chrome.
